libmmp is a definition of the base protocol in the programming language you download it in. libmarty is a collection of helper functions designed to make incorporating MMP into applications easier. Note that libmarty depends on libmmp, whereas the reverse is not true.
The major version of libmarty is tied directly to what the "current version of a M.A.R-T>Y. application" is. Applications using libmarty v2 would be labeled as v2, those using v3 as v3, etc. Currently the major M.A.R-T>Y. version is 3.
